RA11650: INSTITUTING A POLICY OF INCLUSION AND SERVICES FOR LEARNERS WITH DISABILITITES (LWDs) IN SUPPORT OF INCLUSIVE EDUCATION ACT

Republic Act No. 11650, also known as the "Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act," establishes a policy of inclusion for learners with disabilities in all public and private early and basic education schools. This Act is profoundly significant as it guarantees the right of all learners with disabilities to quality education, ensuring they are not denied admission based on their disability and promoting equal opportunities for their full participation, presence, and achievement in learning environments and communities. It mandates the establishment of Inclusive Learning Resource Centers (ILRCs) across cities and municipalities, which will provide essential support and related services, including educational assessments, individualized education plans (IEPs), and appropriate teaching materials, to facilitate their inclusion in the general education system.

The law also emphasizes a "whole-of-community approach," encouraging collaboration among schools, academe, and other stakeholders to foster the involvement of all sectors, especially organizations of persons with disabilities and their families. It outlines the roles of various government agencies in implementing the Act, including the hiring of specialized personnel for ILRCs, developing scholarship programs for teachers in special needs education, and ensuring physical accessibility in school facilities. This comprehensive framework aims to empower learners with disabilities to achieve self-sufficiency, become fully participative members of society, and raise community awareness and respect for their differences.
