HB09491: DECLARING NOVEMBER OF EVERY YEAR AS NATIONAL FARMERS AND FISHERFOLK MONTH
This Act declares November of every year as "Buwan ng Magsasaka at Mangingisda" (National Farmers and Fisherfolk Month) in the Philippines. The primary policy behind this declaration is to prioritize the development of agriculture and fishery, providing farmers and fisherfolk with more opportunities to increase their incomes and contributions to the national wealth. The State also aims to promote and increase public awareness of the significant role farmers and fisherfolk play in nation-building and in ensuring food security.
All schools and relevant government offices are mandated to ensure a suitable month-long celebration. The Department of Education, in collaboration with the Departments of Agriculture, Agrarian Reform, Science and Technology, Interior and Local Government, and the Commission on Higher Education, is tasked with formulating the implementing rules and regulations for this Act. The necessary funds for its implementation will be charged against the appropriations of the concerned departments and agencies, and subsequently included in the annual General Appropriations Act.
