RA11572: PHILIPPINE ENERGY RESEARCH AND POLICY INSTITUTE ACT
This Act establishes the Philippine Energy Research and Policy Institute (PERPI), an independent agency attached to the University of the Philippines, with its own separate budget. The Institute's primary objective is to ensure energy security, equity, and sustainability by enhancing knowledge in energy developments, identifying key policy issues, formulating research-based policies for cost-effective and environmentally sound energy development, and promoting research on sustainable and indigenous energy sources. PERPI is mandated to conduct independent and collaborative multidisciplinary research, provide advice to government agencies and the legislature, and disseminate research results to guide policy and decision-making processes.
The Institute is also tasked with building capacity through training programs and fellowship grants for various stakeholders, maintaining a data bank on energy, and maximizing the use of digital technologies for data dissemination. Its functions include conducting research on energy technology and market issues, establishing linkages with other institutions, and serving as a repository for energy-related studies. This aims to foster evidence-based energy policies and innovations that will ultimately benefit the public through a more secure, equitable, and sustainable energy future.
