RA11908: THE PARENT EFFECTIVENESS SERVICE PROGRAM ACT
Republic Act No. 11908, or "The Parent Effectiveness Service Program Act," mandates the establishment and implementation of the Parent Effectiveness Service (PES) Program nationwide. This law is highly significant for Filipino families as it aims to strengthen parental involvement in children's development and learning by providing parents and parent-substitutes with essential knowledge and skills in areas such as early childhood development, behavior management, child abuse prevention, and health care. The program is designed to empower parents to assume a major educational role in their children's growth, fostering positive family dynamics and ensuring the protection and promotion of children's rights.
The Act places a joint responsibility on various national government agencies and local government units (LGUs) for the implementation of the PES Program, ensuring its reach to every city and municipality, with priority given to parents of vulnerable children. It also outlines a framework for research, evaluation, and continuous improvement of the program, with an emphasis on data-driven metrics and capacity-building for facilitators. By promoting effective parenting skills and providing necessary support, this legislation seeks to create a more nurturing environment for children, contributing to their holistic development and addressing various challenges faced by families in the Philippines.
