RA11928: SEPARATE FACILITY FOR HIGH-LEVEL OFFENDERS ACT
Republic Act No. 11928, or the "Separate Facility for Heinous Crimes Act," mandates the establishment of distinct, secure, and sanitary penitentiaries for persons deprived of liberty (PDLs) convicted of heinous crimes. This law significantly impacts public safety and the penal system by ensuring that high-level offenders are housed in isolated facilities, far from civilian communities and other PDLs, thereby enhancing community security and preventing unwarranted contact with the outside world.
