HB09520: AN ACT STRENGTHENING THE TARLAC STATE UNIVERSITY, PROVIDING FOR THE COMPOSITION AND POWERS OF ITS GOVERNING BOARD, PRESCRIBING ITS CURRICULAR OFFERINGS, AND APPROPRIATING FUNDS THEREFOR
This Act, also known as the "Revised Tarlac State University Charter," aims to strengthen the Tarlac State University (TSU) by updating its mandate, curricular offerings, and governance. The TSU will primarily provide advanced instruction and professional training in various fields, including science and technology, medicine, law, and arts, while also undertaking research and extension services to serve the human resource development needs of Tarlac Province and Region III. The bill outlines the composition and powers of the TSU's governing Board of Regents, which includes representatives from various sectors like CHED, Senate, House of Representatives, NEDA, DOST, faculty, students, alumni, and the private sector, and grants the Board extensive powers over policies, appointments, fees, and collaborations to ensure the university's development and responsiveness to societal needs.
The Act also details the roles and duties of the University President, administrative and academic councils, and outlines provisions for academic freedom, scholarship programs, and duty and tax exemptions for the TSU. It repeals the previous Tarlac State University Charter (Republic Act No. 6764) and ensures that the necessary funds for its implementation will be included in the annual General Appropriations Act.
