HR01336: RESOLUTION CALLING FOR AN INVESTIGATION, IN AID OF LEGISLATION, ON THE ALARMING SITUATION OF ONLINE SEXUAL EXPLOITATION OF CHILDREN (OSEC) IN THE PHILIPPINES

House Resolution No. 1336 seeks an investigation, in aid of legislation, into the alarming rise of online sexual exploitation of children (OSEC) in the Philippines, especially its increased prevalence during the COVID-19 pandemic. This resolution is significant for the Filipino people as it directly addresses a critical issue that harms the most vulnerable members of society—children. The Philippines has been identified as a global epicenter for OSEC, with a shocking 1,300% increase in child sexual abuse materials shared and sold online in 2018, and a further 264.63% increase in cyber tips related to OSEC from March to May 2020 compared to the same period in 2019. By calling for an investigation, the House of Representatives aims to understand the full scope of the problem, improve policy implementation, and update existing laws that currently have gaps in addressing the evolving nature of OSEC, ultimately seeking to better protect children from all forms of abuse and exploitation.

The resolution's impact on the people lies in its potential to strengthen the legal framework and enforcement mechanisms against OSEC, which is crucial given the low conviction rate of perpetrators and the various contributing factors like poverty, easy internet access, and lack of proper supervision. It highlights the State's duty to protect children from sexual abuse and exploitation as per national policy and international conventions, including the Optional Protocol on the Sale of Children, Child Prostitution and Child Pornography. By addressing the loopholes in existing laws, such as the Anti-Child Pornography Act and the Anti-Trafficking in Persons Act, and compelling internet service providers to cooperate, this resolution aims to create a safer online environment for children and ensure that offenders are held accountable, thus safeguarding the future generation of Filipinos.
