This bill aims to increase the benefits of Barangay Officials, including Barangay Tanods and members of the Lupon ng Tagapamayapa, and grant them a lump sum retirement gratuity. It proposes raising the minimum monthly honorarium for the Punong Barangay from P1,000.00 to P6,000.00, and for Sangguniang Barangay members, barangay treasurer, and barangay secretary from P600.00 to P4,000.00. Barangay Tanods and members of the Lupon ng Tagapamayapa would receive P3,000.00 monthly. Additionally, the bill seeks to increase their Christmas bonus and entitle them to a lump sum retirement gratuity of up to P100,000.00 after at least nine years of service and reaching 60 years of age.
This bill is significant as it recognizes the indispensable role of barangay officials and workers as frontliners of government service who are expected to serve their constituents continuously. By granting them long-overdue benefits, including increased honoraria, Christmas bonuses, and retirement gratuity, the measure aims to empower these officials and workers to more efficiently, responsively, and sustainably deliver basic services and facilities to their communities. It addresses the issue of their being "undoubtedly among the most underpaid workers today," despite their extensive workload.
