HB00026: AN ACT INCLUDING A NATIONAL ARTIST AS A MEMBER OF THE NATIONAL COMMISSION FOR CULTURE AND THE ARTS, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7356, OTHERWISE KNOWN AS THE "LAW CREATING THE NATIONAL COMMISSION FOR CULTURE AND THE ARTS"

This bill aims to amend Republic Act No. 7356, also known as the "Law Creating the National Commission for Culture and the Arts". The bill seeks to ensure that the head of the Subcommission on the Arts of the National Commission for Culture and the Arts (NCCA) is a distinguished National Artist, appointed by the President upon the recommendation of other National Artists. Currently, the NCCA includes three private sector representatives who are elected heads of sub-commissions, including the Sub-commission on the Arts.

This legislative change is significant as it endeavors to imbue the development of policies, plans, and programs related to Filipino culture and art with the intellect, creativity, and skill of individuals who have already been recognized for their distinction in the arts. By mandating a National Artist to lead the Sub-commission on the Arts, the bill aims to strengthen the preservation and promotion of Filipino cultural heritage and artistic achievement, while also championing the interests and welfare of artists and cultural workers.
