This bill aims to promote universal access to quality tertiary education by providing free tuition and other school fees in state universities and colleges, local universities and colleges, and state-run10 technical-vocational institutions.11 It also seeks to strengthen the Unified Student Financial Assistance System for Tertiary Education to provide more comprehensive support to students.

The most beneficial provision of this bill is the provision of free tuition and miscellaneous fees for students enrolled in undergraduate courses in state universities and colleges (SUCs). This is expected to make higher education more accessible to all Filipinos, regardless of socioeconomic background. Additionally, the bill mandates the creation of a tertiary education subsidy for financially disadvantaged students to help them with other education-related expenses.
