RA11464: AN ACT EXTENDING THE AVAILABILITY OF THE 2019 APPROPRIATIONS TO DECEMBER 31, 2020, AMENDING FOR THE PURPOSE SECTION 65 OF THE GENERAL PROVISIONS OF REPUBLIC ACT NO. 11260, THE GENERAL APPROPRIATIONS ACT OF FISCAL YEAR 2019

This Act extended the availability of all appropriations authorized under Republic Act No. 11260, the General Appropriations Act of Fiscal Year 2019, until December 31, 2020. This extension allowed government agencies to continue releasing and obligating funds for programs and projects that might have otherwise been cut off at the end of the original fiscal year, providing a crucial window for the completion of ongoing initiatives and the implementation of planned activities. It aimed to ensure that vital public services and development projects funded by the 2019 budget could proceed without interruption, mitigating potential delays and disruptions to government operations.

The law also mandated that a report on these releases and obligations be submitted to the Speaker of the House of Representatives, the President of the Senate, and the respective committees on appropriations and finance. This reporting requirement aimed to ensure transparency and accountability in the utilization of the extended appropriations, allowing Congress to monitor how public funds were being spent. By extending the validity of the budget, the Act aimed to maximize the impact of government spending and ensure the continuity of services for the benefit of the Filipino people.
