HB10730: AN ACT PROVIDING FOR THE MODERNIZATION OF THE PHILIPPINE INSTITUTE OF VOLCANOLOGY AND SEISMOLOGY (PHIVOLCS), AND APPROPRIATING FUNDS THEREFOR
Republic Act No. 12180, also known as the "PHIVOLCS Modernization Act," aims to significantly enhance the Philippines' capability to mitigate the hazards of volcanic eruptions, earthquakes, and tsunamis. The Act establishes a comprehensive modernization program for the Philippine Institute of Volcanology and Seismology (PHIVOLCS), focusing on upgrading equipment and facilities, expanding monitoring stations, strengthening data centers, and advancing research and development. It also emphasizes improving public information dissemination, enhancing human resource development, and fostering international cooperation, with a substantial PHIVOLCS Modernization Fund of Seven billion pesos (P7,000,000,000.00) allocated for capital outlay over five years.
This modernization is profoundly significant for the Filipino people as it directly contributes to their safety, well-being, and economic security. By providing timely and accurate warnings, improved disaster preparedness, and enhanced public education on geotectonic phenomena, the Act empowers communities to better respond to natural hazards, ultimately reducing loss of life, injury, and property damage. Furthermore, the focus on a "whole-of-government and society approach" ensures broader collaboration among various sectors, fostering a more resilient nation capable of adapting to the impacts of natural disasters and promoting sustainable socio-economic development.
