RA12063: AN ACT INSTITUTIONALIZING THE ENTERPRISE-BASED EDUCATION AND TRAINING FRAMEWORK AND APPROPRIATING FUNDS THEREFOR

Republic Act No. 12063, also known as the "Enterprise-Based Education and Training (EBET) Framework Act," aims to address job-skills mismatch, unemployment, and underemployment in the Philippines by institutionalizing a framework for enterprise-based education and training. This law enhances the skills of the workforce by promoting partnerships between the State and the private sector, and by strengthening and harmonizing various training modalities like apprenticeship, learnership, and dual training systems. It emphasizes the importance of competency-based and industry-driven programs, ensuring that individuals acquire skills and entrepreneurial know-how relevant to the evolving demands of the labor market, and also develops and strengthens the entrepreneurial know-how of individuals, recognizing that entrepreneurship is a key driver of job generation.

It provides avenues for individuals to gain new skills, upskill, or obtain entrepreneurial knowledge, with provisions for training allowances and, for some programs, full wages and benefits. Furthermore, it encourages broader participation from enterprises through tax deductions and incentives, ultimately contributing to a more skilled, adaptable, and globally competitive human resource in the Philippines.
