This bill aims to strengthen the legal assistance available to the Philippine National Police (PNP) by providing scholarship grants for prospective lawyer policemen in state universities and colleges. The lack of adequate legal assistance is a significant issue faced by the PNP, and this bill seeks to address this gap by empowering law enforcers through sustained and continued legal assistance.

The bill provides full scholarship grants to current active and qualified policemen for a four-year law school course (post-graduate program) plus a bar review course in state universities and colleges. In return, the recipients of these scholarships will provide legal services and assistance to law enforcers in cases arising from the performance of their official duties.
