HB06910: ALTERNATIVE LEARNING SYSTEM ACT

This House Bill aims to institutionalize the Alternative Learning System (ALS) in basic education for out-of-school children, youth, and adults. The State's policy is to promote the right to quality education for all, especially those who have been unable to complete formal basic education, by providing opportunities to improve their knowledge, values, and life skills through non-formal, informal, and indigenous education tailored to their needs. It seeks to guarantee equal opportunity for learners in every barangay, including unreached, underserved, and conflict-affected communities.

The Act establishes the Bureau of Alternative and Lifelong Education (BALE) as the focal office for policy formulation, curriculum development, and program delivery for ALS, ensuring quality standards and regular learner assessments. It mandates the DepEd to hire ALS Mobile Teachers, Literacy Volunteers, and Instructional Managers and to establish at least one ALS Community Learning Center (CLC) in every municipality and city, prioritizing areas without access to formal basic education. The bill also promotes partnerships with various government agencies and LGUs to support skills development, employment opportunities, and access to social services and scholarships for ALS learners.
