HR01604: RESOLUTION EARNESTLY URGING THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) TO ABIDE THE PROPER IMPLEMENTATION OF R.A. 7171 AND R.A. 8240 FOR THE PROMOTION AND DEVELOPMENT OF ALL THE FARMERS IN THE VIRGINIA TOBACCO PRODUCING PROVINCES
This resolution urges the Department of Budget and Management (DBM) to properly implement R.A. 7171 and R.A. 8240 to promote the development of farmers in Virginia tobacco-producing provinces.
The DBM is responsible for the sound, efficient, and effective management of government resources to achieve national socioeconomic and political development goals.
R.A. 7171 and R.A. 8240 require the DBM to retain 15% of the excise tax on locally manufactured Virginia-type cigarettes to be remitted to qualified beneficiary provinces.
This special support shall be used to advance the self-reliance of tobacco farmers through cooperatives, livelihood, agro-industry, and infrastructure projects.
