HB09004: AN ACT INSTITUTIONALIZING THE LIFELONG LEARNING DEVELOPMENT FRAMEWORK , CREATING A LIFELONG LEARNING DEVELOPMENT COUNCIL, AND APPROPRIATING FUNDS THEREFOR

This bill institutionalizes a Lifelong Learning Development Framework (LLDF) and creates a Lifelong Learning Development Council under the Office of the President. The primary impact is to promote lifelong learning as a continuous process, not confined to traditional schooling, and available at all stages of life and in various settings, including families, communities, and workplaces. The LLDF aims to achieve universal literacy, promote inclusive learning, revitalize community learning, facilitate workplace learning, extend the use of modern learning technologies, enhance learning quality, and foster a culture of continuous learning.

The Council, composed of key government agency heads, will formulate and implement the LLDF, designate "Learning Cities or Municipalities," and develop a master plan for lifelong learning promotion. These designated learning cities and municipalities will receive additional support and funding to establish and operate community learning centers (CLCs) and provide various lifelong learning opportunities, including literacy education programs for adults. This bill is significant for fostering a knowledgeable and skilled citizenry, ultimately contributing to sustainable national development and social well-being.
