HB01288: ARTS RESIDENCY PROGRAM OF THE PHILIPPINES ACT
This bill proposes to establish the "Arts Residency Program of the Philippines," to be administered by the National Commission on Culture and the Arts (NCCA) in collaboration with Local Government Units (LGUs). The program aims to provide temporary locations for artists and creatives, referred to as Visiting Artists, to hone and showcase their craft within local community settings, fostering meaningful exchanges and interactions between artists and communities. It seeks to offer professional development and networking opportunities for artists, while also allowing local communities to benefit from the expertise of visiting artists through skill-sharing initiatives, broadened cultural awareness, and potential for additional income streams and tourism.
The establishment of this program is significant for the Filipino people as it aims to bolster the arts and culture sector by providing crucial support and opportunities for artists, especially after challenges like the pandemic. It also benefits local communities by promoting cultural and artistic exchanges, inspiring local learners, creating jobs, and raising awareness of local culture and heritage, thereby contributing to socio-economic progress and total human liberation and development.
