HB07563: AN ACT CREATING THE MUSIC DEVELOPMENT COUNCIL OF THE PHILIPPINES, DEFINING ITS POWERS AND FUNCTIONS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES
This bill proposes the creation of the Music Development Council of the Philippines, aiming to recognize, protect, and promote the country's artistic and cultural heritage as expressed through music, and to safeguard the rights and welfare of artists and other stakeholders in the Philippine music industry. The explanatory note emphasizes music's pervasive role in Filipino life and its foundational importance for other art forms like film and dance. It acknowledges the music industry's resilience and its contributions to society, particularly during challenging times like the CoVid-19 pandemic.
The Council, to be lodged under the Office of the President, will craft a National Music Industry Development Plan, promote Filipino music locally and internationally, enhance artists' skills and financial literacy, and work to improve music education in the K-12 system. This includes establishing a registry of music schools, organizing festivals, enhancing intellectual property rights protection, and generating employment opportunities for artists. A notable provision also mandates radio and television stations to broadcast a minimum of Original Pilipino Music compositions, ensuring wider exposure for local talent.
