HB01320: AN ACT CREATING THE DEPARTMENT OF WATER, IRRIGATION, SEWAGE AND SANITATION RESOURCE MANAGEMENT, DEFINING ITS POWERS AND FUNCTIONS, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES
House Bill No. 1320 seeks to create the Department of Water, Irrigation, Sewage and Sanitation Resource Management, aiming to rationalize and unify the management of the Philippines' vital water resources. Currently, the responsibility for water, irrigation, sewage, and sanitation is fragmented across various government agencies, leading to poor coordination and inefficiencies. This new department would be responsible for setting policies, developing and managing water resources, building and maintaining water-related infrastructure, regulating water utilities, and ensuring optimal and sustainable use of water for domestic, agricultural, and industrial purposes.
The establishment of this department holds significant impact for the Filipino people by ensuring more efficient and effective provision of essential services. It aims to address the current backlog in water supply and sanitation, combat waterborne diseases, support agricultural production, and protect water quality, all critical for public health and economic prosperity. By centralizing management and promoting integrated water resource planning, the bill seeks to guarantee the fundamental human right to safe, clean, affordable, and accessible drinking water, sanitation, and irrigation for all citizens amidst a rapidly growing population and environmental challenges.
