HR01770: RESOLUTION URGING PRESIDENT RODRIGO R. DUTERTE TO ISSUE A PROCLAMATION TRANSFERRING TO THE NATIONAL HISTORICAL COMMISSION OF THE PHILIPPINES (NHCP) THE OWNERSHIP AND ADMINISTRATION OVER A PARCEL OF LAND LOCATED AT RIZAL PARK, ERMITA, WHERE ITS OFFICE BUIL
This resolution urges President Rodrigo R. Duterte to issue a proclamation transferring the ownership and administration of a parcel of land located at Rizal Park, Ermita, Manila, to the National Historical Commission of the Philippines (NHCP). The NHCP's office building was constructed on this land in 1994, with funds totaling ₱36 million from the NHCP and ₱12 million from the Philippine National Bank. The land, measuring approximately 3,693 square meters, is part of Lot 1, Block 317, Manila Cadastre (Rizal Park). Its administration was previously vested in the Commission of Parks and Wild Life, then the Jose Rizal National Centennial Commission, and subsequently the National Parks Development Committee (NPDC).
The NHCP had a temporary Memorandum of Agreement (MOA) with the NPDC, allowing them to occupy the land for 25 years at a monthly rental of one peso, with the lease period extended until December 26, 2016. The NPDC has stated it will not extend the lease agreement further. Given the significant investment by the NHCP in constructing its building and the importance of preserving Philippine history, the resolution asserts that transferring ownership would be beneficial to the government and provide the NHCP with a permanent and secure office.
