HB07086: FILM AND LIVE EVENTS RECOVERY ACT
This bill aims to revitalize the local film and music industries and live events sectors by providing tax exemptions and subsidies, recognizing their significant contribution to local tourism, employment, and the preservation of Filipino national culture. A major impact is the proposed reduction of the amusement tax cap from 10% to 5% and a two-year tax holiday from July 1, 2023, to June 30, 2025. This measure is intended to help these industries recover from pandemic-induced losses, combat rising operational costs, and make tickets more affordable for consumers, thus encouraging greater public participation and boosting the sector's financial viability.
Furthermore, the bill mandates that proceeds from amusement tax on locally-produced operas, concerts, dramas, musical plays, recitals, painting and art exhibitions, flower shows, musical programs, literary and oratorical presentations, and local film productions will be allocated for programs, activities, and projects within the cultural and creative sectors. This direct investment aims to foster the creation of original Filipino content and enhance the international competitiveness of these industries, ensuring livelihood opportunities for creative workers and promoting cultural expression.
