HR01581: RESOLUTION EXPRESSING STRONG SUPPORT AND ENDORSEMENT FOR THE PROPOSED LUZON EASTERN SEABOARD ROAD NETWORK AND THE NORTH LONG HAUL RAILWAY PROJECT, AND URGING THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY (NEDA) TO PRIORITIZE AND HASTEN THE PREPARATION O
House Resolution No. 1581 expresses strong support for two major infrastructure projects: the Luzon Eastern Seaboard Road Network and the North Long Haul Railway Project. The resolution urges the National Economic and Development Authority (NEDA) to prioritize and accelerate the feasibility studies and approval of these projects. The Luzon Eastern Seaboard Road Network, estimated to cost P86.318 billion, is a 785-kilometer road traversing Regions II, III, and IV-A, while the North Long Haul Railway Project is an 800-kilometer inter-regional railway system connecting the National Capital Region, Region I, Region II, and Region III.
These "big-ticket projects" are expected to significantly benefit the people by reducing travel time, lowering logistics costs, and easing road congestion. They will also offer safer travel options, increase connectivity and access to markets and strategic infrastructure, and contribute to climate resiliency in transportation. Furthermore, the projects are anticipated to increase land value, provide easier access to government services, and enhance national security, ultimately contributing greatly to the economic development of Regions I, II, and the Cordillera Administrative Region (CAR).
