Republic Act No. 12045, also known as House Bill No. 8248, creates two additional branches of the Regional Trial Court (RTC) and two additional branches of the Municipal Trial Court in Cities (MTCC) in the Ninth Judicial Region, to be stationed in Pagadian City, Zamboanga del Sur. This act amends Sections 14(j) and 29 of Batas Pambansa Blg. 129, or "The Judiciary Reorganization Act of 1980." The Supreme Court is tasked with assigning branch numbers and overseeing the operationalization of these new courts, including issuing necessary rules and regulations for effective implementation.

The creation of these new courts will significantly benefit the people by improving access to justice in Pagadian City and the surrounding areas. The increased number of courts and personnel, including judges, clerks, legal researchers, and support staff for both the RTC and MTCC, is expected to expedite the resolution of cases, reduce backlogs, and ensure more efficient legal proceedings. Furthermore, the act includes appropriations for the operational expenses, personnel services, and facilities for these new courts, as well as for automatically created prosecutor and public attorney positions, ensuring comprehensive legal support for the populace.
