HB01286: EXPANDED SPECIAL EDUCATION FUND ACT

This bill aims to amend the Local Government Code of 1991 to expand the purpose and application of the Special Education Fund (SEF). Currently, the SEF's coverage is limited, and this bill seeks to address the broader and more diverse needs of public schools that are not fully met by national appropriations. The proposed amendments would allow the SEF to be used for a wider range of purposes, including the construction, repair, and maintenance of various school facilities (administration offices, assembly halls, laboratories, creative learning spaces, libraries), operational expenses, establishment of extension classes, acquisition of land, purchase of vehicles and instructional materials (physical or digital), educational research, and funding for early childhood care and development programs, in addition to sports and arts activities.
