HB07102: AN ACT PROVIDING FOR THE MODERNIZATION OF THE PHILIPPINE INSTITUTE OF VOLCANOLOGY AND SEISMOLOGY (PHIVOLCS), PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES
Republic Act No. 12180, also known as the "PHIVOLCS Modernization Act," aims to significantly enhance the capabilities of the Philippine Institute of Volcanology and Seismology (PHIVOLCS) to better protect the Filipino people from natural hazards. This act establishes a comprehensive Modernization Program focused on upgrading equipment and facilities, expanding monitoring stations, strengthening data centers, and advancing research and development in volcanology and seismology. A crucial aspect is the focus on providing accurate, timely, and understandable information to the public, local government units (LGUs), and other stakeholders for effective disaster preparedness and mitigation. The act also includes provisions for a new salary scale and retention incentives for PHIVOLCS personnel, aiming to attract and retain highly skilled individuals in these critical scientific fields.
The significance of this act for the Filipino people lies in its potential to save lives, safeguard property, and promote sustainable socio-economic development in a disaster-prone country. By modernizing PHIVOLCS, the government aims to improve early warning systems for volcanic eruptions, earthquakes, and tsunamis, enabling communities to prepare and respond more effectively. The emphasis on public information, education, and collaboration with LGUs ensures that scientific data is translated into actionable insights for everyone, including marginalized communities. This proactive approach to disaster risk reduction, combined with improved human resources and infrastructure, will build a more resilient Philippines against the impacts of geotectonic phenomena, ensuring the safety and well-being of its citizens.
