HB04079: AN ACT PROVIDING FOR THE CREATION OF THE PANGASINAN RIVER CONTROL SYSTEM COVERING THE PROVINCE OF PANGASINAN, AND APPROPRIATING FUNDS THEREFOR
This bill proposes the creation of the "Pangasinan River Control System" to address the perennial flooding issues in the province of Pangasinan, particularly in areas traversed by the Sinocalan, Marusay, Bued, Cayanga, and Aloragat Rivers. The explanatory note highlights the severe impact of past typhoons and monsoons, which have affected over 200,000 individuals and their livelihoods due to overflowing rivers and a lack of adequate flood control systems and infrastructure. The bill emphasizes the necessity of a coordinated and encompassing flood mitigation mechanism across all districts of Pangasinan due to the interconnectedness of its river systems.
The proposed Pangasinan River Control System Commission, headed by a Project Manager appointed by the Secretary of the Department of Public Works and Highways (DPWH), will exercise original jurisdiction over nationally funded major flood control projects within Pangasinan. Its functions will include identifying causes of flooding, implementing flood control projects, and formulating a comprehensive flood control masterplan with long-term and short-term strategies. This legislation aims to protect the rights of the people to a balanced and healthful ecology by dedicating resources and capabilities to mitigate the harmful effects of flooding, thereby improving public safety and economic stability in the affected regions.
