This bill seeks to address the shortage of doctors in the Philippines, especially in rural areas, by establishing the One Town: One Doctor Scholarship Program. It aims to provide medical scholarships to qualified students from every municipality, ensuring a steady supply of doctors for underserved communities.

The program will cover the cost of medical education for scholars who, upon graduation and passing the medical board examination, will be required to serve in their respective hometowns for at least four years.
