RA12022: ANTI-AGRICULTURAL ECONOMIC SABOTAGE ACT
Republic Act No. 12022, also known as the "Anti-Agricultural Economic Sabotage Act," aims to protect the agriculture sector, farmers, fisherfolk, and consumers from illegal activities such as smuggling, hoarding, profiteering, and cartel. This law repeals the previous Anti-Agricultural Smuggling Act of 2016 and introduces stricter penalties, including life imprisonment and substantial fines, for those who commit these crimes. It defines agricultural economic sabotage broadly, covering acts that disrupt the economy, manipulate prices, evade taxes, and threaten food security. The Act also establishes mechanisms like the Daily Price Index (DPI) to monitor prices and requires businesses involved in agricultural products to register and maintain records to ensure transparency and accountability.
The significance of RA 12022 for the people lies in its comprehensive approach to safeguarding the food supply chain and ensuring fair prices for agricultural products. By imposing severe sanctions on economic saboteurs, the law seeks to protect the livelihood of farmers and fisherfolk, prevent artificial shortages, and stabilize the prices of essential goods for consumers. The creation of the Anti-Agricultural Economic Sabotage Council and Enforcement Group, along with a special team of prosecutors, demonstrates a strong commitment to implementing and enforcing these provisions, ultimately aiming to achieve food security and economic stability for the Philippines.
