HB09591: AN ACT ESTABLISHING THE LINANGAN NG LIKHANG-BAYAN (INSTITUTE FOR LIVING TRADITIONS) TO ENSURE THE PROTECTION, PROMOTION AND DEVELOPMENT OF THE COUNTRY´S COMMUNAL TRADITIONS, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 10066 OR THE NATIONAL CULTURAL HERITAGE

The Institute will function as the sole body for technical, basic, and higher education, both formal and non-formal, emphasizing traditional and indigenous knowledge systems, and will be attached to the National Commission for Culture and the Arts (NCCA) for policy and program implementation.

The bill emphasizes the importance of ensuring the viability of traditional arts and crafts, especially those in danger of extinction, promoting equal participation in creative and productive work, and prioritizing the preservation of intangible heritage over mere object collection. It also mandates close cooperation with various government entities like the Department of Education, TESDA, and CHED, as well as private institutions, in developing its core courses and areas of specialization. The bill appropriates an initial amount of one hundred million pesos (P100,000,000.00) to carry out its provisions.
