HB05707: AN ACT RIGHTSIZING THE NATIONAL GOVERNMENT TO IMPROVE PUBLIC SERVICE DELIVERY

This bill proposes the Rightsizing Program to streamline the operations of the National Government, reduce redundancies and overlaps, and improve public service delivery. The bill grants authority to the President of the Philippines to implement the program, which includes the following organizational actions:
• Regularize ad hoc offices whose functions are vital and significant. 
• Merge or consolidate agencies whose functions are necessarily overlapping or duplicating and can be undertaken by a single entity.1 
• Split agencies with multifarious functions which are deemed distinct and equally serve important aspects of governance. 
• Transfer offices to other agencies wherein their functions are more aligned. 
• Abolish agencies for various reasons, such as redundancy, irrelevance, or not achieving the objectives and purposes for which they were originally created.

The bill also creates a Committee on Rightsizing the Executive Branch to oversee the implementation of the Rightsizing Program. The program is expected to improve public service delivery by streamlining government operations, reducing redundancies, and enhancing institutional capacity.

One of the most significant provisions of the bill is the creation of a manpower pool by the CSC for employees who may be affected by the Rightsizing Program. The CSC will retool these employees and deploy them to agencies needing their qualifications, skills, and competencies.
