HB05355: AN ACT PROVIDING A STANDARD OF CARE FOR THE TREATMENT OF PERSONS WITH BLEEDING DISORDERS, ESTABLISHING TREATMENT CENTERS AND APPROPRIATING FUNDS THEREFOR

This bill aims to address the needs of Filipinos suffering from bleeding disorders, such as Hemophilia and von Willebrand disease. It proposes to establish hemophilia treatment facilities in key cities and regions nationwide in designated hospitals with Cancer and Hematology Departments. These facilities would provide the necessary and adequate medical care to bleeding disorder patients at the lowest possible cost.

Each Hemophilia Treatment Facility shall provide all hemophilia patients with care by qualified hematologists and medical doctors, including the necessary blood clotting products and ancillary infusion equipment required for the infusion of such blood clotting products. A clinical coagulation laboratory for screening, diagnosis, provisional diagnosis, and treatment of bleeding disorders or suspected bleeding disorders shall be provided free of charge to all indigent patients.
