This bill seeks to mandate the appointment of an Environment and Natural Resources Officer in all local government units (LGUs), from the provincial, city, and municipal levels. This is a mandatory position that will ensure proper implementation of policies, orders, and programs for the advancement of the environment in their respective localities.
The Environment and Natural Resources Officer will be a deputized personnel of the Department of Environment and Natural Resources (DENR) tasked with the supervision and management of environmental affairs of a particular locality. This bill reinforces the constitutional mandate for the State to protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.
