RA11697: ELECTRIC VEHICLE INDUSTRY DEVELOPMENT ACT

Republic Act No. 11697, or the "Electric Vehicle Industry Development Act," is a landmark legislation aimed at promoting the adoption and development of electric vehicles (EVs) in the Philippines. The Act addresses critical national objectives, including enhancing energy security by reducing reliance on imported fossil fuels for transportation, protecting public health from pollution, and fostering inclusive and sustainable industrialization through job creation and investments in the EV industry. It mandates the creation of a Comprehensive Roadmap for the Electric Vehicle Industry (CREVI) to guide the development, commercialization, and utilization of EVs and charging stations, integrating this roadmap into national energy and transport policies.

The law outlines specific roles for various government agencies like the DOE, DOTr, DTI, and LGUs in regulating, promoting, and developing the EV industry, including mandating a minimum EV share in corporate and government fleets and requiring dedicated parking slots with charging stations in new and existing buildings. It also provides fiscal incentives, such as duty exemptions for imported charging stations and discounts on motor vehicle user's charges for EVs, and non-fiscal incentives like priority registration and exemption from number-coding schemes for EV users, all designed to accelerate the transition to electric mobility and improve the quality of life for Filipinos.
