HB07312: AN ACT PROMOTING INCLUSIVE AND SUSTAINABLE ECONOMIC DEVELOPMENT THROUGH THE INSTITUTIONALIZATION OF “ONE TOWN, ONE PRODUCT (OTOP)” PHILIPPINES PROGRAM, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES

This House Bill aims to institutionalize the "One Town, One Product (OTOP) Philippines Program" to promote inclusive and sustainable economic development, particularly through the growth of Micro, Small, and Medium-scale Enterprises (MSMEs) in the countryside. The program provides a comprehensive package of assistance to MSMEs, focusing on product development (design, packaging, technology updating, enhancement), capacity building through training, and adherence to quality standards and market compliance. It also supports market access and product promotion through various platforms, including the establishment of OTOP Philippines Hubs in locations like airports and ports.

The bill seeks to encourage local economic activity by developing indigenous raw materials, utilizing local skills, and featuring local traditions and cultures across the country. It mandates the Department of Trade and Industry (DTI) as the lead implementing agency, in partnership with local government units (LGUs) and other government agencies, to identify beneficiaries and administer the program. A key feature is the establishment of the OTOP Philippines Trustmark, which signifies excellence in quality, design, value, and marketability of products and services under the program.
