RA11519: AN ACT EXTENDING THE AVAILABILITY OF APPROPRIATIONS UNDER REPUBLIC ACT NO. 11494, OTHERWISE KNOWN AS THE "BAYANIHAN TO RECOVER AS ONE ACT".

This Act extended the availability of appropriations under the "Bayanihan to Recover as One Act" until June 30, 2021, for release, obligation, and disbursement, including funds sourced from reprogrammed savings for COVID-19 interventions. This extension was crucial for the continuous funding of programs, projects, and activities aimed at addressing the impacts of the pandemic, allowing government agencies, local government units (LGUs), and government-owned and -controlled corporations to utilize previously allocated funds for their COVID-19 responses. The law also stipulated that balances of fund transfers between agencies that remained unused by June 30, 2021, would revert to the General Fund, ensuring accountability and efficient use of public resources.

A significant aspect of this Act was the expiration of the President's authority to exercise special powers granted under the Bayanihan to Recover as One Act by December 19, 2020, as well as specific provisions for fund releases to LGUs and Government Financial Institutions (GFIs) to be valid until June 30, 2021. This provided a clear timeline for the utilization of emergency funds and ensured that critical services and interventions related to the pandemic could continue without interruption, directly benefiting the populace through sustained government support during a crisis.
