The launch of the Philippine Creative Cities Playbook, an initiative by the Department of Trade and Industry under its Innovation and Creative Entrepreneurship Program, marks a new chapter for Philippine cities aspiring to join the prestigious UNESCO Creative Cities Network (UCCN). Currently, only Baguio City (Crafts & Folk Arts) and Cebu City (Design) are recognized within this global network, which comprises 246 cities worldwide. The playbook, unveiled at the Visayas Art Fair alongside the 27 cities already part of the Philippine Creative Cities Network (PCCN), serves as the first-ever toolkit containing the Philippine Creative City Test. Its objective is to assess a city's readiness and identify its unique strengths across various creative fields, thereby guiding more cities to enter the UCCN and elevate their prestige, tourism, and economy.
Beyond mere recognition, becoming part of the PCCN opens doors to exclusive access to workshops, webinars, and materials that will strengthen the capacity of local governments and communities. According to Pangasinan Rep. Christopher de Venecia, membership in this growing network of creative practitioners, entrepreneurs, and academics will provide support and guidance to leaders in harnessing their talents. Participation in this network will also directly lead to increased employment, especially for freelancers, and stimulate micro, small, and medium-scale enterprises. Ultimately, the development of culture and arts has a significant "multiplier effect" on the economy, with tourism serving as a primary bridge that generates income from food, transportation, accommodation, and other services, thus fostering community prosperity.
